First Lusophone Arbitration Congress Takes Center Stage at USJ Macao

USJ Macao hosted the First Lusophone Arbitration Congress on October 11 and 12, attracting over 100 delegates from various regions, including China and Portuguese-speaking countries. Co-organised by ALAM and key arbitration institutions, the congress emphasised the vital role of arbitration in resolving commercial disputes.
The University of Saint Joseph (USJ) hosted, on 11th and 12th of October, at its Ilha Verde Campus, the First Lusophone Arbitration Congress co-organised by the Lusophone Arbitration and Mediation Association (ALAM), the Shenzhen Court of International Arbitration (SCIA), and the South China International Arbitration Center (SCIA HK). The congress attracted over 100 delegates from China, Macao, Hong Kong, Portuguese-speaking countries, and the United Kingdom.
The Congress had the support of the United Nations Commission on International Trade Law, the Shenzhen Lawyers Association, the Guangdong Lawyers Association, the Portuguese Arbitration Association and the Brazilian Arbitration Committee. The event was sponsored by MGM, Linklaters and Sérvulo. Rui Cunha Foundation organised the Cultural Night.
Hosted by USJ and its Academy of Alternative Dispute Resolution, the congress was officiated by the ALAM General Assembly Chairman, Dr Leonel Alves, who thanked USJ for its role as a real, concrete platform for the exchange of ideas and practice between China and the Portuguese-speaking countries.
The opening ceremony was also attended by Deputy Director of the Legal Affairs Bureau of the Macao SAR, Ms Leong Weng In, President of the Shenzhen Court of International Arbitration, Dr Liu Xiaoxhun, Legal Specialist of UNCITRAL, Dr Elaine Ng, Consul General of Portugal in Macao and Hong Kong SARS, Dr Alexandre Leitão, Consul-General of the Republic of Angola in the Macao SAR, Dr Eduardo Velasco Galiano, Acting Consul General of the Consulate General of the Republic of Mozambique in Macao, Dr. Aurélio de Jesus Chiconela, President of Fundação Rui Cunha, Dr. Rui Cunha, Company Secretary & Executive Vice-President of Legal & General Counsel of MGM China Holdings Limited, Mr. António Menano, Rector of USJ, Rev’d. Prof. Stephen Morgan, President of ALAM, Dr Bruno Nunes, and Member of ALAM, Dr Nuno Lousa.
Dr Liu spoke of the importance of settling commercial disputes across the Lusophone world in a manner that took advantage of the expertise and frameworks available through arbitration. He noted that in the Greater Bay Area this was increasingly the way that both Chinese and foreign companies were seeking to resolve problems. He thanked ALAM and USJ for organising the congress.
In addition to professional and academic contributions, the congress included an inaugural ceremony at the Albergue1601, attended by many distinguished guests, an evening at the Taipa Historic Houses, showcasing Macao’s vibrant culture, and a gala dinner at the Wynn Palace Cotai’s Fontana.
ALAM Board Chairman and USJ Adjunct Lecturer, Bruno Nunes of BN Lawyers who had first conceived of the congress and led the organisation of the event alongside USJ commented, “To be able to bring the Portuguese-speaking world’s leading experts in arbitration to Macau and demonstrate that it is an absolutely first-rate place for such a congress has been a great privilege. Primeiro Congresso Lusófono de Arbitragem realizado na USJ Macau
A Universidade de São José (USJ) acolheu, nos dias 11 e 12 de Outubro de 2024, no seu Campus da Ilha Verde, o primeiro Congresso Lusófono de Arbitragem, coorganizado pela Associação Lusófona de Arbitragem e Mediação (ALAM), pelo Shenzhen Court of International Arbitration (SCIA) e pelo South China International Arbitration Center (SCIA HK). O Congresso contou com o apoio da Comissão das Nações Unidas para o Direito Comercial Internacional, da Associação de Advogados de Shenzhen, da Associação de Advogados de Guangdong, da Associação Portuguesa de Arbitragem e do Comité de Arbitragem do Brasil. O evento contou com o patrocínio da MGM, da Linklaters e da Sérvulo. A Fundação Rui Cunha organizou a Noite Cultural. O congresso atraiu mais de 100 delegados da China, Macau, Hong Kong, países de língua portuguesa e Reino Unido.
Organizado pelo USJ e pela sua Academia de Resolução Alternativa de Litígios, o congresso foi aberto pelo Presidente da Assembleia Geral da ALAM, Dr. Leonel Alves, que agradeceu ao USJ o seu papel como plataforma real e concreta para o intercâmbio de ideias e práticas entre a China e os países de língua portuguesa.

Elaine Ng, do Cônsul Geral de Portugal em Macau e Hong Kong SARS, Dr. Alexandre Leitão, do Cônsul Geral da República de Angola na RAEM, Dr. Eduardo Velasco Galiano, do Cônsul Geral em exercício do Consulado Geral da República de Moçambique em Macau, do Dr. Aurélio de Jesus Chiconela, do Presidente da Fundação Rui Cunha, Dr. Rui Cunha, do Vice-Presidente Executivo do Departamento Jurídico e do Conselho Geral da MGM China Holdings Limited, Sr. António Menano, do Reitor da USJ, Rev. O Dr. Liu falou da importância de resolver litígios comerciais em todo o mundo lusófono de uma forma que aproveite a experiência e os quadros disponíveis através da arbitragem. Ele observou que na Área da Grande Baía esta era cada vez mais a forma como as empresas chinesas e estrangeiras procuravam resolver os problemas. Agradeceu à ALAM e à USJ pela organização do congresso.
Para além dos contributos profissionais e académicos, o congresso incluiu uma cerimónia inaugural no Albergue1601, que contou com a presença de muitos convidados ilustres, uma noite nas Casas Históricas da Taipa mostrando a vibrante cultura de Macau, e um jantar de gala no Fontana do Wynn Palace Cotai.
O Presidente do Conselho de Administração da ALAM e Professor Adjunto do USJ, Bruno Nunes da BN Advogados, que foi o primeiro a idealizar o congresso e liderou a organização do evento juntamente com o USJ, comentou: “Foi um grande privilégio poder trazer a Macau os maiores especialistas em arbitragem do mundo lusófono e demonstrar que Macau é um local absolutamente privilegiado para a realização de um congresso desta natureza.
